The 5th National Administrative Work Conference on Multi- or Bilateral Grant Aid and 6th Donor Coordination Meeting were held in Xining, Qinghai during August 15 to 16 2006, sponsored by the Ministry of Commerce. Mr. Yi Xiaozhun, Vice Minister of Commerce, attended and addressed the Meeting. Representatives from CPC Central Committee and the State Council, All-China Women's Federation and Chinese Academy of Social Science, administrative departments of commerce of provinces, autonomous regions, municipalities directly under the Central Government and donation institutions, totaling 130 people, participated the meeting.
Mr. Yi Xiaozhun said that reception work of multi- and bilateral grant aid of China made remarkable achievements since 1979, total over 20 donation multi- and bilateral institutions provided assistance to China with a capital of US$6.3 billion, and number of implemented cooperation projects of more than 2000 in over 30 areas all over the nation. Multi- bilateral aid promoted the process of China's reform and opening up, fostered a batch of talents, introduced international fresh concepts and advanced experiences, and had an outstanding economic and social effect in improving the economic development in regions of old industrial base, minority, border and poverty areas, pushing forward China's economic system reform and construction and improvement of social security system.
Mr. Yi Xiaozhun pointed out that features of international aid to China turned a tendency that scale of aid capital decreased steadily, and aid turned gradually to policy deliberation and cooperation mode tended to be diversified. Relative departments of the CPC Central Committee and local administrative departments of commerce should maintain attaching importance to and supporting work of overseas aid, summarize experiences and broaden minds to adapt to the adjustment step by step and closely connect the aid work with the Eleventh Five-Year Planning and key fields of donors. Meanwhile, we should do better the self-construction, enhance coordinate cooperation, strengthen publicity and promotion to strive for more space to develop for the work of China's multi- and bilateral grant aid, and endeavor to exploit new patterns for the work.
Mr. Yi Xiaozhun said that China, as a big developing country, still needed great support of multi- and bilateral donation institutions to learn international advanced experiences, technology and concept. The cooperation between China and international multi- and bilateral donation institutions must be beneficial to world's development. With which Representatives of 13 international multi- and bilateral donation institutions like United Nations International Children's Emergency Fund, UK and EU agreed, they completely confirmed the achievements made by China in reception work of grant aid, briefed the specific situation and future plan of them with China and said that they would launch international development cooperation with China in more extensive areas.
In order to further enhance the administrative work on multi- and bilateral grant aid projects and improve the construction of administrative system, the Ministry issued the Measure for the Administration on Grant Aid Projects of Foreign Governments and International Organizations to China which was newly revised, on which head of MOFCOM Department of International Affairs gave an explanation.
